Training Topic:       Federalism and Intergovernmental Relations

Objectives of the training: At the end of the training program participants will:

  • familiarize with the meaning and concept of federalism;
  • understand reason for federal order rather than separate state;
  • be aware of common features among federations;
  • realize distribution of powers within federations; and
  • Know the scope, principles and mechanisms of Intergovernmental Relations (IGR).

Contents of the training:  General Overview of Federalism, Confederations, Federations and Decentralized forms of Government

Duration:             5 days               

Target Audience:      Participants of the training are top, middle and lower level leaders and professionals of federal and regional public sector organizations, and also members of House of Peoples Representatives (HPRs).

Mode of delivery:     The training will be interactive based on group work, exercises, case studies related to organizational and self-experiences of trainees. In each case, effort is made to relate the concept to the Ethiopian situation and challenges of federalism and intergovernmental relations on the ground.
