Purpose & Objectives: 

The general objective of MA in Leadership and Good Governance programme is to train civil servants and graduates to be effective leaders in the public sector at federal and regional levels. Graduates in this programme will gain knowledge, skills and attitudes required to face the future challenges of the leadership in international, national and regional context.

Specific Objectives

  1.  Acquire knowledge about leadership theories, models, practices and competencies.
  2.  Analyze the leadership practices and challenges in Africa in general and Ethiopia in particular.
  3. Be equipped with leadership skills that can enable them tackle development challenges.

Enhance the capacity to develop their own vision and those of the organization, take informed decisions and provide leadership.                                     

Background: 

In the light of the civil service reforms taking place in Ethiopia, there is a need to match the reform process with capacity building efforts for leadership development. Leadership is an essential ingredient of good governance in the public service. As a federal entity the Ethiopian system of governance has multi level structures of leadership and management and each requires not only strengthening but differentiated initiatives in capacity development. Within the decentralized framework of governance, most public service management functions are performed at local level. Decentralization therefore entails fragmentation of various leadership and management functions with subsequent challenges related to coordination, networking and accountability.

At the same time the promotion of new public sector management and performance disciplines requires the establishment of creative, adaptable, agile, flexible and responsive leadership and management systems at all levels. There is therefore need to build capacity for strategic, team, and technical leadership; support the emergence of a critical core of change agents and change management leaders; take a holistic and integrated approach to various management functions such human resources, financial management and ethics. The Ethiopian public service system serves a diversified society with a complex set of values and expectations. Supporting the development of the leadership and management capacities and competencies requires new capacity development interventions that go beyond the capacities created by existing management institutes and the Ethiopian Civil Service University. The Ethiopian Government has therefore undertaken a preliminary survey of what other countries have done to address similar situations and challenges.

The Federal Government of Ethiopia through the Ministry of Capacity Building has undertaken a preliminary survey of leadership capacity development strategies in selected developing and developed countries. The cross cutting scenario in all countries is that the public sectors are being reformed and restructured and this has created the need for new directions in leadership and management development.
