Description

Effective implementation of the Ethiopia’s Governme nt development plan requires committed and competent public managers. Ethiopia witnesses s evere human resource capacity gaps also abound in most of the central and decentralized gov ernments. It has been observed that over the years the government organizations in Ethiopia have found it difficult to fill certain vacant positions particularly at the higher organizational levels due to shortage of qualified personnel. It is believed that presently there are a large propor tion of civil and public servants in Ethiopia who do not possess the requisite qualifications to fill such positions or vacancies. As a result the Government itself and other stakeholders have ident ified the development of a Masters Program in Public Management as one of the several interven tion strategies to be used in closing this debilitating capacity gap.

The main objective of the program is to produce pub lic managers capable of attuning to implement the government development policies in th e interest of the public at large. Within the broad framework of the University’s mandate, the pr ogram aims at equipping the graduating students with the basic concepts, theories and tools for analytical t hinking, sound judgment, innovation, leadership and other critical manageria l skills required to serve the public.

Prerequisites & Requirements

  1. Must possess first degree in Public Management, Development Studies, Urban Management, Political Science, Management, Economics, Accounting, Public Administration, Law, Psychology and other related fields from accredited university or college.
  2. Must have had a minimum of two years experience in the Public Service after graduating at first degree level.
  3. Should not be older than 45 years of age at the time of taking entrance exam.
  4. Must successfully pass the entrance exam of the University.
  5. Must follow the application procedure determined by the Office of the Registrar of the ECSU

Upon completion of the program, graduates will be a ble to

  • formulate strategic plans that lay the foundation f or aligning activities, core process, and resources to support mission-related results;
 
  • forge strategic alliance among regional and local g overnments’ institutions;
 
  • develop strategies to promote socio-economic develo pment of the country by reducing poverty;
 
  • develop skills to act as a ‘change agent’ that will contribute in the task of nation-buildin g.
 
  •  tools and methods of human resources manage ment in order to achieve the government’s long, medium, and short term policies, strategies and programs.
 
  • develop effective institutional communications stra tegy to foster change, create shared expectations, and practice participative management .
 
  • devise strategies and methods to work in teams amon g civil servants, groups and the institution as a whole.
 
  • develop capacity building tools to promote the long –term conditions for peace and security.
 
  • design strategies to reduce all forms of corruption and mismanagement of public resources.
 
  • design tools of transparency and accountability to promote high level of ethical standards in all public management practices
