As Ethiopia's economy rapidly progresses, the role of government finance has become increasingly significant in this transformation. Effective public finance management is crucial for addressing complex issues such as resource allocation, revenue generation, expenditure and debt management, and the provision of public goods. These elements are vital for reducing poverty and achieving inclusive growth. The PhD program in Public Financial Management aims to equip qualified professionals to meet the demands of a growing public sector undergoing continuous reforms. With various public and private organizations seeking high-level finance experts, the program addresses the need for skilled personnel to support the country’s economic development. The Ethiopian Civil Service University (ECSU) is committed to building public sector capacity and has established this program in response to requests from the Ministry of Finance and Economic Development. The program is designed to fill the gap in qualified personnel in the public finance sector, contributing to the sustainability and transformation of Ethiopia's economic growth.

Prerequisites & Requirements
Applicants must hold a Master’s degree or equivalent from an accredited university in Finance, Economics, Management, Accounting, Statistics, or related fields, as approved by the Curriculum and Academic Standards Committee.
