Establishment of the University
The Ethiopian Civil Service University (ECSU) was established in 1995 to support the transformation drive of the Ethiopian Civil Service within the context of the country’s development policies and strategies so that it becomes a system that is effective, transparent, accountable, learning and changing. More specifically, the University aims at building the capacity of the civil service at both federal and regional levels through specialized /professional orientation /education, training, research and consultancy programmes and services.
Mandate
The University has been established through a Council of Ministers Regulation No 3 of 1996 as an autonomous higher education institution focusing on building the capacities of the country’s civil service. ECSU is accountable to the Ministry of Civil Service. It is mandated to design and offer specialized under graduate and post graduate educational programmes, conduct short term training, undertake research and publication activities, organise conferences and seminars and render consultancy services. The University is expected to give special attention to the capacity building needs of previously disadvantaged regions and to women in regards to admission and support mechanisms policy.
