Acting as an Army is Said Important to Effectively Implement the CivilService Reform Programme
In the effort to strengthen reform works being carried out in the country, the concept of building Reform Army in Ethiopian Civil Service is becoming a burning issue. It is with this mission in mind that the Ethiopian Civil Service University Administration began providing trainings to the University community to pave the way for the realization of Building the Reform Army in the University.
The training began on November 8, 2011. So far all students and staff of the Institute of Tax and Customs Administration, Institute of Urban Development Studies, Institute of Public Management and Development Studies and Institute of Federalism and Legal Studies participated in the trainings.
Dr.Hailemichael Abera, President of the University in the occasion explained the importance of building the Reform Army. He said the reform programme implemented in the country is not as fruitful as it is expected to bring the desired changes in the country's socio economic sphere. The country envisioned to be one of the middle income nations in 10 years time. So unless otherwise we act as army in all areas, we can not achieve what we plan.Dr.Hailemichael said
" If we move in the usual way we can't bring change and that is why it is high time for us to act as army collectively "
Dr.Hailemichael stressed on possibility of coming out of poverty by raising the exemplary strides that the so called "Tiger" countries showed. These countries were very poor like we are now, but with strong commitment to act collectively they are able to register a remarkable results, he said. Dr.Hailemichael gave a power point presentation on the direction of Building Reform Army in the public service. The focuses of the presentation were: The Government's main Focus, the GTP targets, achievement and experience of the past and what Reform Army is and how it is built.
The focuses of the government at this time is described as reducing poverty and eradicating it, ensuring equitable distribution of wealth and sustainable development and fulfilling the country's vision of becoming a middle income nation in 2020.
After the presentation the participants exchanged ideas on the importance of building Reform Army and other issues. Finally Dr.Hailemichael Abera, President of the University and Dr. Samson Kassahun, vice president for Academic Development reacted on the issues raised during the discussions. Such types of trainings are scheduled to be given to rest of the University's community in the coming days.
