The Discussions held with Administrative Support Staff said Fruitful
Ethiopian Civil Service University Administrative Support Departments and Units conducted assessment meetings on their last years BSC plan performance in three rounds in the university’s main campus hall. Dr.Mekonnen Jemaneh, Administration and Development Vice President said
" the meetings aim at preparing the employees for greater efficiency and effectiveness for the coming year by assessing their last year BSC Plan performances."
According to Dr.Mekonnen each sections of the University have presented their written reports to Institutional Planning and Assessment Department. So do the employees at grassroots level know the report? Do they understand the weakness and strength of the report? What is expected of them? What is expected from heads of departments and units? All these points were the center of the discussions during the meetings, said Dr.Mekonnen.
The employee grouped in to syndicates and made a thorough discussion on points derived from the four perspectives in ECSU’s BSC plan. The discussion points were:
- Satisfaction of Service users like regular and extension students, short term trainees, public sector organizations ,instructors and employees of the University, guests, commodity and service providers and others.
- Enhancing efficiency of budget management and internal revenue
- Enhancing efficiency and effectiveness in internal processes ,i.e., providing services in accordance with the time frame, quality and quantity and
- Enhancing internal growth and learning
After discussing on the above points the employee reported the findings of their respective groups through their representatives. They identified their strong sides and drawbacks. Dr. Mekonnen said
“While reporting we have witnessed an increased sense of enthusiasm and elevated commitment from the part of the employee. They promised collectively and individually to work for the betterment of the service delivery of the University for the 2011/2012 budget year, ”
This is what we believe is the greater result of the meeting. Because it ignites initiation in the minds of the employee, he added.Dr. Mekonnen also said the meeting will continue to be conducted in the academic, academic support and management support divisions.
