ECSU and MoWC Sign MOU
Ethiopian Civil Service University and Ministry of Women and Children Affairs signed MOU to train female leaders in masters degrees to fill the female leadership gap in the executive branch of the government both at regional and federal level on July 7/2017 in the Ministry`s meeting hall. The agreement was signed by Her Excellency Demitu Ambissa, Minister, Ministry of Women and Children Affairs and President of Ethiopian Civil Service University, Professor Fikre Dessalegn.
In the signing ceremony, Her Excellency Woizero Demitu Ambissa said Ethiopian Civil Service University has been engaged in female capacity building efforts for long time. Many female civil servants have graduated in the University and are contributing their share in the development of the nation, said Woizero Demitu. The graduates of the University, in their stay at the University, acquire not only the knowledge but also the necessary skills and attitudes which could help them to serve the public. According to Woizero Demitu, the program which will be operational in 2017 academic year is intended to enhance the decision making capacity of females who are in leadership position both at federal and regional level.
Professor Fikre Dessalegn on his part said the university had graduated around 30,000 civil servants since its establishment. However the number of female graduates or those in decision making positions is law compared to their male counterparts and this program is believed to fill the gap in that respect, Professor Fikre said. The first phase of the program will last for five years.
Dr. Atikilt Hagos, Dean of College of Leadership and Governance (CLG) and the initiator of the program said the idea of starting this program comes to his mind when he saw the 2016 cabinet of the Federal Democratic Republic of Ethiopia fall short of sufficient female members. The program is different from other female capacity building programs being implemented in the University in that in this program those in the leadership position with different educational background, whether the social or natural science stream, will be recruited and given courses that enhance their leadership quality, Dr. Atikilit Pointed out. The program starts with twenty participants at federal level and letter includes participants from regional governments.
