ECSU Community Held Discussion on GTP1 Performance, the 2nd GTP and the University’s Strategic Plan.Ethiopia embarked on huge development activities so as to fulfill its goal of becoming middle income nation by 2025. To achieve this goal, the country has been able to set different plans. The first Growth and Transformation Plan (GTP ) is the case in point. Following the end of this plan, the 2nd GTP ( 2008-2012 E.C.) is set up and open for discussion.
Ethiopian Civil Service University Academic and Administrative workers held discussions on GTP1 implementation, quality education, GTP2 focus points and university’s strategic plan for the coming five years from September 29- October2, 2015. The discussion was held in two different halls – Abay and Renaissance halls. On the final day of the discussion, in the presence of Dr. Shiferaw Teklemariam, Minister for the Ministry of Federal Affairs and Board Chairman of the University, all the staff members came together to reflect their ideas on different issues.
In his welcoming address Dr. Hailemichael Aberra, president of the University said Producing effective leaders and workers who fight mal-administration and corruption is unquestionable. In addition we must speed up our development by properly discharging our responsibility; bring economic transformation and attitudinal change. We work for the rapid growth of our country and to be middle income nation, said Dr. Hailemichael.
The staff members in the occasions raised questions and concerns for the management of the University. They emphasized on ways to improve quality of education in the University. Grade inflation, human resource management, the students` change army participation, restrictions on privately executed research works and many others were raised as questions and concerns by the staff members.
Dr. Hailemichael Aberra President of the University, Dr. Samson Kassahun, Vice President for Educational affairs and Ato Ayeneabeba Andualem, Director for Reform and Good Governance office answered the questions raised by the staff.
Dr. Hailemichael appreciated the staff for openly raising their ideas. Concerning researches carried out privately, he said the best way to conduct researches is under the umbrella of mother institution. However, one can conduct private researches without hurting the mother institution. According to Dr. Hailemichael the change army is getting momentum from time to time. We will continue the help and support activities to get better results out of it, he added.
Dr. Samson Kassahun, Vice President for Educational affairs in his presentation pointed out that a lot has been done to enhance the execution capacity of the public service. Quality of education is in the center of this activity. We are striving to produce capable civil servants who are well equipped with the necessary skills, attitude and knowledge. However we are not in a position where we aspire to be in relation to making our researches problem solving, fighting rent seeking attitude. Dr. Samson also confessed that the University`s management had weaknesses in equipping the middle level managers with developmental political economy intellects.
At the end of the discussion Dr.Shiferaw Teklemariam, Minister of the Federal Affairs Ministry and Board Chairman of the University had given directions. Dr. Shiferaw congratulated the University community for what they have achieved so far. He said the transformation of the country is mainly led by the graduates of this University. He also urged the University community to continue their efforts in creating networks among the East African nations and the whole of Africa at large, which you already began.
Besides this we must have common understanding concerning our country’s plan. As a civil servant we work for betterment in all sectors to implement the plan. In implementation of GTP2 , a lot is expected from the community of the University.
