ECSU introduces E-Learning for Masters Programmes
Starting with the current semester (2nd semester 2005), the ECSU introduces E-Learning for the following two common modules:
1. Public Service Delivery, Ethics and Change Management - Developed and hosted by the Institute of Public Development and Management Studies
2. Ethiopian Public Administration and Governance - Developed and hosted by the Institute of Leadership and Good Governance
These two common modules are delivered to all 16 masters programmes hosted at the Ethiopian Civil Service University. They cover elementary subjects such as ethics, professionalism, corruption, policies, human rights, history of public service, Ethiopian administration, public management, law, federalism etc., which are essential for all civil servants striving for a masters degree.
The E-Learning approach follows the internationally well-known and recognized blended-learning concept of Flip-Teaching . Traditionally the main time spend in face-to-face sessions is used for giving inputs, mostly in form of lectures. Students are then required to reflect and exercise at home. This is turned around be following the Flip-Teaching approach. In here, students first study the topics by themselves through video-lectures and reading materials during their non-contact time. Once students enter class, they already have received the lectures. This does not only reduce the required contact-time. It also improves the quality of face-to-face sessions.In class students are well prepared to enter into in-depth discussions, to apply knowledge by solving problems (e.g. group-work, case or project-based learning) and doing practical work (e.g. exercises). Therefore,class-time becomes quality-time for learning. The role of the teachers is then to tutor students rather then to deliver initial inputs.
In this particular case, it was very important for the ECSU to reduce class time, as the module is delivered to new students of all 16 masters programmes (above 500 students). Through the introduction of E-Learning, the time for class has been reduced by 50%. Further the ECSU strives to enhance practice orientation and problem solving activities.Flip Teaching helps teachers in these modules to focus on such activities rather then to concentrate on giving initial inputs.
The delivery of the two modules is a joint venture of the two hosting institutes (see above) and the Development Learning Center (DLC) at the ECSU. The DLC is responsible for providing the e-learning environment and supporting the institutes in developing e-learning concepts and materials.
