Ethiopian Civil Service University Senior Leaders Assess Their 2003 E.C.BSC Plan Performances
Ethiopian Civil Service University Academic and Administrative leadership conducted assessment meeting on their leadership role during the 2010-2011 academic year.
The leaders tried to assess their strength and weaknesses in relation to understanding national policies, understanding national plans thoroughly, knowing the objectives of the University in capacity building and education and communicating them to concerned bodies , understanding and managing changes ,being model and enhancing the knowledge ,skill and attitude of the staff ,recognizing and rewarding staff ,taking disciplinary measures. The participants also evaluated the top management.
Most of the participants indicated in their report that the top management has been committed in creating opportunities to discuss on the national policies and strategies by referring to the discussions held last year and before last year on the five policies and strategies of the FDRE and the GTP.
They also noted that the University opened New programs to support the national policies and strategies. Some instructors’ efforts to extract some part of the GTP and gave assignments to their students was also praised in the discussion. However tilting on the policies and strategies related to ones own specialization was taken as a weakness.
The efforts made to communicate the vision, mission and values of the University was appreciable. Though there are inconsistencies in conducting meetings as per BSC plan ,encouraging results have been registered in this respect, according to the participants.
The participants also pointed out the following points as weaknesses.
- They said the plan was result based but the report was activity based
- They couldn’t communicate the policies and the GTP to other staff
- There was no proper evaluation and assessment
- Internal learning and growth was less
In the evaluation of the top management the participants said that Financial utility was centralized, the decision of the board is not well communicated to the staff.
Reflecting on the points raised ,Dr. Hailemichael Abera ,President of the University said that
" the management will take in to account the points raised by that participants and corrective measures will be taken accordingly."
