In its endeavor to foster students` awareness on socio -economic condition of the country, the Ethiopian Civil Service University, Institute of Leadership and Good Governance organized a public speech entitled "Development Plan and Economic Development: the Case of GTP in Ethiopia " on Friday, 27 December ,2013 at ECSU`s Renaissance Hall. The speech was delivered by His Excellency Dr. Abraham Tekeste, State Minister for Ministry of Finance and Economic Development.
In his presentation Dr. Abraham said
'"the Growth and Transformation Plan is based on three premises: the country’s vision, the Millennium Development Goal and the experience gained from Plan for Accelerated and Sustained Development to End Poverty (PASDEP)."
Acording to Dr. Abraham, insuring high economic growth, strengthening democratic institutions, creating stable macroeconomic condition and improving social services, both in quantity and quality are the basic objectives of the GTP.
Dr. Abraham shows the Role of Leadership in the transformation of the country in light of expected competencies and commitment. He indicated that Leadership is key in guiding effective implementation of GTP strategies to address the challenges!
Dr. Abraham also underscored the need to transform the agricultural sector. He said,
"There is no shift to industrialization with out transforming the agricultural sector. In order to do that, we have therefore embarked upon the development of a Climate-Resilient Green Economy (CRGE) strategy addressing both climate change adaptation and mitigation objectives."
Dr. Abraham finally reacted to the questions raised from the participants. In his explanation to the question as to why investment in manufacturing industry is not growing as per the GTP target, Dr. Abraham said infrastructure provision in the form of road, energy and telecommunication to some extent hampers the participation of private sector in the area. How ever, the government is involved in selected areas where the private sector is reluctant to get in to. The government is also working to enhance the participation of the private sector in manufacturing industry by taking important measures. He said the government engaged in mega projects like railway development and other road constructions to facilitate swift transportation of export and import items. He also said the government introduced a multi modal transport system where by goods are directly transported to their final destination. To avoid financial constraints, the government provides credit schemes through Development Bank of Ethiopia, he added. These measures are expected to improve the GTP performance for the coming years, said Dr. Abraham.
The first year students of LIG`s 4;batch were in attendance of the Public Lecture and Dr. Waqgari Negari, Director ,for Institute of Leadership and Good Governance moderated the session.
