Presentation on Federalism in Germany vs. Federalism in Ethiopia Conducted
Ethiopian Civil Service College External and Public Relations Department organized a half day Presentation on “Federalism in Germany vs. Federalism in Ethiopia” on November 6, 2010 at the Main Campus Auditorium. The presentation was given by Martina Kuch and Johannes Behrnes from Kehl University in Germany. Staff and students of Institute of Public Management and Development and Institute of Federalism and Legal Studies attended the session.
The presentation covered the general concept of federalism, Facts and figures about Ethiopia and Germany. The presenters talked about the history as well as the political system of Germany from “German Lands” to Federal Republic of Germany and the history and political system of Ethiopia. They also raised the issue of the political system of Ethiopia from Monarchical administration to the Federal Republic of Ethiopia and discussed the definition, development and challenges of federalism in Germany and Ethiopia respectively. The presenters in conclusion said it is important for all federal systems to identify the most pressing challenges and be prepared to confront them. After the presentation participants raised questions, and forwarded their comments.
Honorable Dr. Hailemichael Aberra, President of the Ethiopian Civil Service College extends his appreciation to the presenters for their comprehensive presentation. The president forwarded his idea on the contents of the presentation. He explained when we compare two countries which are in different social and economic condition and level of development, we need to consider the context in which they are found.
According to the president context is about time, education and economy. So when ever we talk about federalism, we have to think about the cultural, political, economic and educational development of a country. Federalism is not the same everywhere; it is unique, said Dr. Haile michael.
