Reforming the Civil Service is said Important to Achieve the Vision of Ethiopia
The 4th National Conference on “Efficiency and Effectiveness of the Public Services” was held on May 31, 2011 at the Ethiopian Civil Service University.
The Ethiopian Civil Service University (ECSU) Research and Publication Coordination Office organized the Conference. Participants drawn from different federal and regional government organizations and University staff attended the conference.
Ato Ermias Kibreab, Lecturer at Research and Publication Coordination Office, said in his welcoming speech that
" reforming the civil service is of great importance to achieve the 2020 vision of Ethiopia - to become middle-income country. Sustainable development can’t be realized without the existence of efficient and effective civil service."
Therefore the civil service reform program has been implemented through out the country.He added that any change process has to be subject to continue monitoring and evaluation. In view of that the ECSU has taken up the responsibility to organize the national conference on the main theme “Efficiency and Effectiveness of the Public Services.”, said Ato Ermias.
Honorable Dr.Hailemichael Aberra, President of the University, on his part said that policies and strategies have been designed to do with agricultural and rural development, urban and industrial development, foreign relations and national security, democratization and execution capacity building. Through the successful implementation of the policies and strategies, Ethiopia is striving to maintain accelerated and sustainable development and thereby achieve its vision of becoming a middle income country by the early 2020’s.
In this Conference 10 papers were presented. The major focus areas of the papers were Business Process Reengineering, Local Governance, Information Communication Technology, HIV & AIDS, Tax Administration and Administrative Court. All the research papers presentation was supported by discussion. The papers will be edited and published as Proceedings.
