South Sudan Government Delegates visited ECSU
South Sudan Government delegation paid a short visit to Ethiopian Civil Service University on April 24, 2013.The leader of the delegates said in the occasion that as newly independent nation the government of Sudan is trying to put institutions. His government wants to merge the customs and tax authority as one by the name South Sudan Revenue and Tax Authority. For this purpose they had visited Kenya, Uganda and South Africa, he said. The visit to Ethiopia is a complement to those visits. The delegates in the occasion expressed their interest that the ECSU` s staff give short term trainings to their staff working in tax and revenue areas.
Dr.Hailemichael Abera President of Ethiopian Civil Service University officially welcomed the delegates and gave a brief explanation about establishment, the programmes of the University with special emphasis on the capacity building trainings given to the emerging regions which were deprived of their economic, social and human rights for long time.
The president also said
"the university starts with Low and later widen its programmes to five major areas - Public Finance, Public Administration, urban management, Federalism, and Development."
Concerning the Short Term Trainings the president said courses ranging 1-3 months long will be given with special emphasis on managing changes. Problem solving researches conducted in the University include on policy implementation, service delivery, ethics, and many others. The president further expressed the University`s commitment to help the people of South Sudan in every way possible. In the occasion the president promised to give 10 scholarships to students of South Sudan which covers tuition fee, catering and lodging.
Ato Ababu Defere Director for the Institute of Tax and Customs Administration on his part explained the delegates about the programmes, departments, enrolment, assessment and achievements of the Institute. He said the Institute starts with diploma in 2008 and extends its programmes to masters level. According to Ato Ababu there are three departments in the Institute. They are Tax and Customs Administration, Public Financial Management, and Public Procurement and Asset management Departments. So far the institute graduated 528 students and some 745 students are enrolled in the 2012/2013 academic year.
Ato Dejene Mamo, Head of the Department of Tax and Customs Administration also described his department’s activities and the curricula. He said in the first year of the post graduate programme both the tax administration and Customs Administration students take common modules on public sector economics and research methodologies. He finally said the decision of the delegates to visit Ethiopia and other African countries shows their reliance on African knowledge which is worth praising
