TCD Holds Workshop
Ethiopian Civil Service University Training and Consultancy Division (TCD) held a workshop on “Ethiopian Civil Service Sectors’ Capacity Building Practices and Future Directions” on December 26, 2019 at Hidasse Hall. On the workshop different stakeholders from Federal Institutions and Addis Ababa City administration as well as ECSU scholars participated.
In his opening address, professor Fikre Dessalegn, Ethiopian Civil Service University President, welcomed the participants and said that the country has begun implementing reform programs since 1990s and registered notable transformations in structures, practices and human resources development in the country. In order to fill the gap in human capital Ethiopian Civil Service University was established as a capacity building institution and has been working in building the capacity of the public service through Specialized Education, Training, Consultancy, Research and Community Services, Professor Fikre noted. He explained that the university trained one hundred seventy nine thousand public servants in short term training and delivered consultations services for more than forty Federal Institutions and the two City Administrations on the implementations of reform tools by signing a MoU with them. "By evaluating the capacity building practice and identifying the practical problems and reaching agreement, in this workshop, it is important to set future directions on capacity building practices," Professor Fikre said. He also called up the stakeholders that participated in the workshop to strengthen their relations with the Training and Consultancy Division of the university in the future and work hand in hand with the university for the betterment of the civil service in the country at large.
Dr. Waqgari Negeri, Vice President for Training and Consultancy, on his part welcomed the participants and said that the workshop was organized to see how the reform tools have been practiced and what result obtained from them. “In this workshop, base on the results of the recently conducted researches by the training and consultancy division, we are going to examine our past activities, and set directions for our future activities. It also plays a lot for our next journey to be in the right way by attaining the required competency and quality in our trainings”, Dr. Waqgari noted.
At the program, two papers entitled; “Ethiopian Civil Service Sectors’ Capacity Building Practices” and “Future Directions of Capacity Building” were presented by Ato Gebretensay Tesfay and W/ro Eden Bushira respectively. In their presentations, the presenters pointed out lack of competence in the leadership, lack of trained human resources, lack of attentions to the basic issues and objective realities as well as lack of motivations by the public servants as challenges in the efforts to bring about the desired results by the implementation of the reform tools. They also recommended the needs to fill the gaps and spreading out the strengths, and not politicizing the reform tools, the need for competent leadership and human resource development and , as direction in the future, to get out of the traditional way of giving trainings and focus on giving competence based trainings.
Participants on their part expressed their appreciations for the University for its all rounded activities to build the capacity of the public sectors and preparing such kind of consultation workshop with stakeholders to discuss on the practical issues in the sector and forwarded their comments and ideas and the house discussed on the ideas raised by the them.
